Technical briefs (specifications)
These documents explain the main aspects to be taken into account for producing a GHG emissions inventory. These technical brief proposals make it possible for a company or a collectivity (local/regional authority) to prepare an invitation to tender for external service providers.

Financial aid available
How do you finance the implementation of a GHG inventory?
ADEME has put in place a subsidy mechanism for carrying out a GHG emissions diagnostic. These subsidies may be granted, subject to examination of the files, to companies, associations or collectivities (excluding mandatory GHG inventories).
The subsidy ties in with the classic financial decision-making mechanism of ADEME. For companies, the amount of the subsidy equates to:
- a maximum of 50% of the cost of the service for large companies;
- a maximum of 60% of the cost of the service for midsized companies;
- a maximum of 70 % of the cost of the service for small companies.
For collectivities, the subsidy amounts to a maximum of 70% of the cost of the service.
The cost of the service is capped at €50,000.
To obtain a subsidy request dossier, you may contact your nearest Regional Department of ADEME.
Since July 2011 (date of the Decree relating to GHG inventories), new subsidy conditions apply (see table below):

Training
ADEME proposes training aimed at collectivities via the PCET.
For pursuing training on Carbon accounting or the Bilan Carbone®, the reference body is the Institut de Formation Carbone.
Researching into emission factors
All emission factors are included in the Base Carbone®. This Base allows you both to consult the emission factors available for a voluntary or regulatory GHG inventory, and also to propose new ones!
