Governance Committee


The members of the Governance Committee

The governance committee is chaired by ADEME. It is composed of members invited by ADEME and possessing know-how and skills on the subject of carbon accounting and emission factors.


It features a representative from each of the following organizations:

  1. Agence de l'Environnement et de la Maîtrise de l'Energie (ADEME) (French Agency for Environment and Energy Management);
  2. Association des Professionnels en Conseil Carbone (APCC) (French Association of Carbon Consulting Professionals);
  3. Centre Interprofessionnel Technique d’Etudes de la Pollution Atmosphérique (CITEPA) (French Technical Interprofessional Centre for Atmospheric Pollution Studies);
  4. Direction Générale Energie Climat (DGEC) (Directorate-General for Energy and Climate) of the French Ministry for Ecology;
  5. Institut National de la Recherche Agronomique (INRA) (French National Agricultural Research Institute);
  6. Mouvement des Entreprises de France (MEDEF) (French employer's union);
  7. Réseau Action Climat – France (RAC-f) (Climate Action Network);
  8. Réseau des Agences Régionales de l’Energie et de l’Environnement (RARE) (Regional Energy and Environment Agencies Network);
  9. General Directorate of Infrastructures, Transport and the Sea (DGITM);
  10. Observation and Statistics Service (SOeS).


Experts in carbon accounting are also members of the committee:

  1. Jean Marc Jancovici - Climate & Energie Expert - Carbone 4
  2. Bertrand Laratte - Research engineer and PhD student
  3. Yann Françoise - Manager of the CLIMATE-ENERGIES division of the Ville de Paris


The objectives of the Governance Committee

The committee meets 2 to 3 times per year. Its missions involve providing advice and issuing proposals concerning:

  1. the orientations and development of the base;
  2. adding to the base and managing disputes;
  3. validating new data.
