This procedure is to be used in the following case.

You have made a report to the website manager concerning a lack of accessibility that prevents you from accessing content or services on the portal and you have not received a satisfactory response.

Validity of the accessibility statement

The accessibility statement is valid from its date of publication. It must be updated:

  • in the event of substantial modification or redesign of the site concerned.
  • 3 years after the date of publication of the statement, or,
  • 18 months after the date of publication of a new version of the procedure, for those applying the technical method.

It may, however, be advisable to update the accessibility statement more regularly, including for the same version of the technical method, to highlight the efforts made and to update the percentage of criteria met.

Publication of the accessibility statement

The accessibility statement shall be published on the Internet in an accessible format.

For websites, the accessibility statement shall be published on the website concerned. It shall be available on an accessibility page, directly accessible from the homepage and from any page of the site.

For mobile applications, it shall be available on the website of the organisation that developed the application or shall appear with other information available when the application is downloaded. The compliance status shall be specified within the application.

For other online public communication services, it shall be available on the website of the organisations responsible for managing them or making them available.

The accessibility statement shall be filed electronically under the terms agreed jointly by the minister responsible for people with disabilities and the minister responsible for digital affairs.

Response to users

The organisation concerned shall provide online users with the possibility of making complaints concerning the accessibility of its online communication services to the public. It shall acknowledge receipt of such complaints in accordance with the provisions of Article R112-3 of the Code on the relationship between the public and the administration. The acknowledgement of receipt shall contain the information referred to in Article R112-5 of the same Code.

The organisation concerned shall reply to any complaint within one week of the date it was sent. If the user’s complaint raises one or more complex issues warranting a longer review period, the reply shall indicate the reasonable time required for the final response. The complex nature of the issues raised must be duly justified.

Users must identify themselves when making complaints, in accordance with the requirements of Article R112-9-1 of the same code.

If the information submitted in the user’s complaint is incomplete or not sufficiently clear, the organisation concerned shall request additional information or clarification and shall inform the user of the reasonable period it will take to deal with it, or provide its final response, after receipt of the requested additional information.
