Energy Performance Diagnostic
The notion of the "energy performance diagnostic" (DPE - diagnostic de performance énergétique) for buildings derives from the European directive on the energy performance of buildings (2002/91/EC), issued in January 2003, which aims at providing a European framework for the national policies for reducing energy consumption for existing buildings and buildings yet to be built with a view to the implementation of the Kyoto protocol.
The Energy Performance Diagnostic (DPE) has been recognized as a mechanism of prime importance by the Grenelle Environment initiative, and will have a core position in the public policies for reducing energy consumption and greenhouse gas emissions. Accordingly, the French Ministry of Ecology has put in place a plan to ensure the reliability of the mechanism as a whole.
